Driving from Kotor
The fastest sensible route climbs from Kotor towards Cetinje, the old royal capital, then drops down to the lake at Rijeka Crnojevića. There are two ways up: the historic Kotor serpentine, which switchbacks straight above the bay with famous views but is narrow and slow, or the easier road via Budva and Cetinje. Both are paved; in peak summer allow extra time for coach traffic on the bends.
Aim to leave the bay by 8 or 9 in the morning. You reach the village before the midday heat, take a tour through the canyon, have lunch at Restaurant Savina Luka, and are back in Kotor for the evening.
Without your own car
There is no direct public transport from Kotor to Rijeka Crnojevića. The workable options are a bus to Podgorica and then the train or a transfer to the lake, or a private driver for the day. What to combine it with
Cetinje is directly on the route and worth an hour for its royal-capital museums. The Pavlova Strana viewpoint sits on the road just above Rijeka Crnojevića — stop there for the horseshoe bend, then see the same water from inside the canyon on the boat. Lovćen National Park and the Njegoš mausoleum can be added if you make it a full day.
